Joshua has 32 years of public accounting experience in tax, specializing in LLC, partnership, S corporation, and related individual tax matters. He still practices in the trenches of the CPA firm he founded over 27 years ago.

The expiration of key provisions of the Tax Cuts and Jobs Act (TCJA) at the end of 2025 is set to impact individuals, businesses, and estates significantly. This course provides a guide for tax professionals to prepare clients for these upcoming changes. Participants will review the major provisions expiring under the TCJA, explore potential new tax landscapes, and learn strategies to mitigate tax liabilities. Topics include the shifting of individual income tax brackets, expiration of the qualified business income deduction, changes in other deductions and credits, and implications for estate and gift tax planning. - S Corporations Update

Tony Nitti, EY

Tony Nitti

Tony is a Tax Partner in the Private Tax group of Ernst & Young’s National Tax Department, where he chairs the S Corporation subgroup. Throughout his career, Tony has focused primarily on income taxation of individuals and S corporations, with a special focus on the reorganization provisions, including the structuring of acquisitions, mergers, reorganizations, spin-offs and other restructuring transactions.

Prior to joining Ernst & Young, Tony ran the national tax groups of two large regional firms. Tony is a prolific author, having published dozens of feature articles for The Tax Adviser, Taxes Magazine, Tax Notes, the Journal of Accountancy and Accounting Today. In addition, since 2012, Tony has been a featured tax writer for Forbes, where his column has a national following in the hundreds of thousands.

Tony teaches S Corporation Taxation at Golden Gate University’s Graduate Tax Program and is a member of the AICPA’s S Corporation Technical Resource Panel. Tony has authored many articles about S corporation taxation, including “S Corporation Shareholder Compensation: How Much Is Enough?” published in the Tax Adviser in July 2011, and “Determining the Taxability of S Corporation Distributions Parts I and II,” published in 2014.

- Beneficial Ownership Reporting

Mark Neumeister

Mark Neumeister, CPA, CGMA, is a partner at Arledge, P.C. in Edmond. An OSCPA member for more than 25 years, Neumeister has served on the OSCPA’s Continuing Professional Education, Business Valuation/Forensic & Litigation Support, Small Firm Practitioners and Taxation committees. A frequent speaker on tax topics, Neumeister has presented on a variety of tax matters to such groups as the OSCPA, Oklahoma Tax Institute, Tax Executives Institute, Committee of Oklahoma Tax Accountants, and other groups. Bruce McGovern

Bruce McGovern, JD, LLM, is a member of the faculty at South Texas College of Law Houston, where he also serves as director of the school’s Low Income Taxpayer Clinic. Previously, he served for many years as the school’s vice president and associate dean for academic administration. He received his undergraduate degree from Columbia University, his law degree from Fordham University School of Law, and an LL.M. in Taxation from the University of Florida Levin College of Law, where he taught as a visiting faculty member before joining the faculty at South Texas College of Law Houston. Professor McGovern is a member of the Council of the State Bar of Texas Tax Section, a former chair of the Houston Bar Association Section of Taxation, and a fellow of the American College of Tax Counsel.

This session will review significant court decisions, administrative rulings, and statutory and regulatory developments of the past year in the field of federal taxation.

Jesse Chapel

Jesse Chapel, JD, LLM, is a partner at Hartzog Conger Cason LP practicing primarily in the areas of tax planning, tax controversies with the Internal Revenue Service and the Oklahoma Tax Commission, estate planning, and business transactions. After graduating summa cum laude from the Oklahoma City University School of Law, Jesse obtained an LLM in taxation in 2009 from the University of Florida Levin College of Law in Gainesville.

He is past chairperson of the Tax Section of the Oklahoma Bar Association and served as Treasurer for the Oklahoma City Tax Lawyers Breakfast. He is also a member of two other tax/estate planning groups where colleagues from various firms gather to discuss the latest developments in the tax and estate planning areas

- Oklahoma Tax Update

Tony Mastin, McAfee & Taft A Professional Corporation

Tony Mastin

Tony Mastin, JD, is widely considered a leading authority on tax policy and state and local tax issues. He focuses his practice on advising individuals, high net-worth families, tax-exempt organizations, and businesses of all sizes on planning matters involving state and local taxation (SALT), including sales and use taxes, multi-state taxation, SALT controversy work, and federal income taxation. Tony joined McAfee & Taft in 2019 following his retirement from the Oklahoma Tax Commission after 35 years of service, including 12 years in which he served as its executive director. Over the course of his career at the OTC, he also served as an attorney in the General Counsel’s office, deputy director of the Motor Vehicle Division, deputy director of the Business Tax Division, and director of the Tax Policy and Research Division. As executive director from 2007 – 2019, he was responsible for managing the day-to-day operations of the agency, serving as its legislative liaison, and assisting in the proposal, drafting, review and analysis of tax legislation. On the national level, Tony played an active role in the Streamlined Sales Tax Project (SSTP), a nationwide effort by state and local governments and the private sector to simplify and modernize sales and use tax collection and administration. That effort led to the development and implementation of the Streamlined Sales and Use Tax Agreement. Upon initiation of the SSTP in 2000, Tony served as the Oklahoma delegate for the project’s State and Local Advisory Council (SLAC) and was a member of its steering committee, served as scribe on the original drafting committee, and was also a member of the Compliance Review and Interpretations Committee and the Issue Resolution Committee. In 2017, The Federation of Tax Administrators honored Tony with the Harley T. Duncan Award for his sustained and significant service to state tax administrators.

This session will update members on the latest state and local tax issues.

Ashley Plyushko, Executive Director, Oklahoma Accountancy Board

Ashley Plyushko

Ashley Plyushko, CPA, is the Executive Directo of the Oklahoma Accountancy Board. Here rise to the sate board is the culmination of a career across government, both municipal and state. Graduating from Oklahoma Baptist University with a degree in history and political science, she had a brief stint at the Oklahoma House of Representatives. She then landed at the Office of Management and Enterprise Services as a budget analyst in the Statewide Budget Division. There she started her foray into state finance and her CPA journey. She achieved her goal of becoming a CPA in 2017 and moved to the City of Shawnee, Oklahoma, to work as the Assistant Finance Director. After three years and promotion to Finance Director and City Treasurer, she felt the pull of the state and returned to OMES where she served as the State Chief Financial Officer.

This session will review the ethical requirements as outlined in Circular 230 and the AICPA Code of Professional Conduct through the use of case studies
