Karen L. Hawkins, the former Director of the IRS Office of Professional Responsibility, will discuss key Circular 230 provisions and how some have been changed through litigation. Since the current version of Circular 230 has not been rewritten to incorporate the results of IRS litigation losses since 2014, this is the only seminar where you will hear what the current law says (and does not say) about tax professionals’ ethical obligations in federal tax practice. The presentation will draw not only on the six years Ms. Hawkins spent as Director, OPR but her more than 30 years practicing as a nationally recognized tax controversy lawyer in California.

Karen Hawkins After serving six years as the Director of the Office of Professional Responsibility for the Internal Revenue Service where she oversaw the standards of conduct for Attorneys, CPA’s, Enrolled Agents, Enrolled Retirement Plan agents, Actuaries, Appraisers and Unlicensed Return Preparers who “practice” before the Internal Revenue Service pursuant to Treasury Circular 230, Karen has left government to reenter legal practice. Her specialties include: Tax Law, Tax Litigation, Circular 230 Practice & Procedure, Ethics. Karen is available as expert witness and for consulting on federal tax disputes; Circular 230; Federal tax controversy matters; federal tax litigation; legal ethics consulting and risk analysis. She received her Bachelor’s from University of Mass, a Master’s from University of California Davis, and both her JD and MBA from Golden Gate University.
